Default Any idea what this is?

Not car related, but annoyingly, I had a bag of items in my basement that I put there and found this inside. I haven’t a clue what it is or what it’s for. Any ideas? It’s dumb but it’s driving me nuts.

I don’t know but from the look of it I’d guess a latch to a gate maybe.

Did you Google (duck duck go) the number inside it?
