Default 70-81 TA heater core housing damper question

Just going thru this and see that there was foam strip stapled to this damper....

I would like to replace it and was wondering what the actual size was...and if the holes were covered over....or opened up.......and thickness of original foam?

I don't see what the actual purpose of the foam would be..and was it on just one side...or folded over to cover both

Another member has indicated that the holes are bleed holes....to blend air flow 80/20...open or closed.

I'd like to get this buttoned up....but want to do it right

Any intel...is appreciated
