Default Headlight all on at once on low beams

1968 Firebird. When I turn on the headlights (low beam) the high beams slightly illuminate as well and this seems to keep the low beams from being as bright as they are capable of getting. When the high beams are activated, everything works properly. Could this be a bad flor mounted switch? Is it possible that this floor mounted switch is allowing electricity to pass through it during low beam operation to the high beam side? But only just enough to barely fire the high beams.

Most likely a bad ground connection from the headlamps to the body and then back to the battery negative.

I added additional ground straps everywhere and made sure that I had bare metal under the connections. When the dimmer is tapped for high beam operation everything works perfectly, when tapping it back to low beam operation, the low beams come on but the high beam lights slightly illuminate as well.

Double check ground wires at headlights on both sides of core support.

I'm going to run an additional ground strap from the core support directly to the neg of the battery.
