Power steering box slack adjustment
I have a question. Is the slack adjustment on the steering box supposed to be done with the engine running (i.e. power steering pump turning and making pressure in the steering box), or does it not matter?

Motor off, wheels slightly off the ground, and straight! If you're not sure, turn your steering wheel lock to lock while counting the turns, then turn it back half the distance, wheels should be straight and gearbox will be centered.
BEFORE you make ANY adjustments to the preload on the gearbox make sure there's no wear on your other steering components, tie rods, ball joints, pitman arm, etc. that could be the cause of your problem. While the wheels are off the ground, have someone rock the steering wheel back and forth slightly and watch the input shaft for in/out movement, the input bearing could be out of adjustment and causing your play. Don't forget to check your ragjoint while you're there too. Make sure your steering/gearbox is re-centered again before moving on. If all these other components are good then you can proceed with adjusting the gearbox. Make sure you hold onto the Allen wrench while loosening the jam nut, and do not tighten down the preload screw more than 1/8 of a turn before test driving it. Readjust again with another 1/8 of a turn if needed. Your steering shouldn't bind, and should return to center without help. If it doesn't you've gone too far, or you probably have worn components in your gearbox. Good luck!
