Default Front passenger fender question 1967 GTO

Did the antenna hole come in two different locations? Thinking about buying an original used fender that has the hole punched out farther in front of where the underside brace is located. On this fender, the hole is in the brace but not being used. Thought perhaps the electric antenna was located differently than a traditional manual one.

Manual Antenna on the front and Power was on the rear 1/4.
Only 1 factory location in front.

Also possible car came originally without a radio and owner added radio and antenna later.

Ahh...that makes sense. Was worried it might be a repro fender. Nothing against repops but at $420 and another $375 for shipping, it better be a 'used original' as advertised.
