Those are for vacuum lines. If it's a GTO with hideaway lights ... that's where the vacuum line to the manifold "T", from the headlight switch will go. I also think there are other options that use vacuum that might also use those clips to run the line. I'd be happy to relieve you of those if you don't need them, cause I do

windshield washer feed hose if the 3 go to the passenger side
just sold a set 3 with the original ribbed hose
if they go to the drivers side hideaway hose

loop looks too big for a wire ??

Dataway I'm going to say that you are correct, the car is a hideaway car and one of the clips is on the driver's side so that would take the wiper hose out and the is no light under the hood on this one

I'm going to agree with Data on this too. Assembly manual shows the clips being used for the under hood lamp and the vacuum line for the hidden headlights.

But...
Something Scott said caught my attention regarding the type of clips. I found that there are two different types of clips for the vacuum hose and the hood light. So the search is on for the correct style.

IRT the windshield washer hose, it is laid over the top of the AC Suitcase and voltage regulator then to the pump.
Non AC models laid over the heater housing and under the regulator. 69 models had a retaining clip at the housing

I just found my two original clips. In bag labelled "found on firewall". Most photos I have show three clips, so I'm missing one.

As for the washer hose, that's exactly what I'm seeing in my photos, draped over the AC case, or the heater housing.

Also see some that have it routed through a clip ... location varies.

Mine has four clips with two each securing the hideaway and washer hoses.

Bringing this back up again .... anyone know where to get these clips?

My car seemed to have two varieties ... not sure if either is correct.

I had them both in a bag labeled "Found on firewall" ... but anything is possible. I think all the trunk clips are still in place.
Mostly need a couple of the larger type for the vacuum line.
