The other part of the problem is with that adapter is that it alters the way the air enters the Carbs secondary's too!

I wondering about the way the spacer has the carb moved to the rear slightly.
Helping or hindering? Must be a reason for it though.

Also the reason the Holley makes more power and that type of base you are running it’s by far not the best for the Q-jet and the much faster air speed caused by the smaller primary’s of the Q-jet.

That much faster air speed impeads that high speed air mass from making that tight of a turn into the Q-jets choke tower.

When you envision air entering the air filter case and making its way into the Carb keep in mind that high velocity air will sheer away from anything much tighter then a 15 degree radius!

Somewhat of a improvement for that base in your picture would be to form a ram leading up to the face of the choke tower along with running a bubble type lid.

That foam air filter set up in post # 10 should come with a warning, as does not filter out anything but leaf size dirt, and if you want to sand blast your piston rings and cylinder walls to death in no time flat then feel free to run that type of set up!

I'm guessing then with a 14' diameter filter, something like this with a raised lid and a flat base would work about the best if my stock air cleaner was gone before I got the car.

Yep the 1st one with the smooth round top works best (the moroso) and there are others made that are even more eggagerated than that.

I've never tried one on a Qjet but they work excellent on holley's.

Top 20 best air cleaners.

I kinda favor this set-up on my build, velocity stacks and ram air - worth 80 HP/120 TQ because it's shiny.
