Default 1970 Rally II question

I can’t make out this wheel code it looks like JI on both rims but I don’t believe that is a correct number. Any info on these?

I can make out the date codes

May 13th 1970

Correct, the last JL's were stamped on 11/23/69. From 11/24/69 forward they became JT's
