How does one know if this is good or bad on a system that has been off for years (by previous owner)?

Unfortunately, there really isn't a reliable way to test without installing and attempting a charge. There is one way to determine if it's NOT good, and that would be to block off the 3 ports on the side of the valve and see if you can blow through it. If you can, it's no good. If you cannot, there's a possibility it's still good. If it's not good, you can go to Original Air and they can rebuild yours as long as it's an original style valve. They also sell valves to eliminate them.

I ended up going this route. Eliminate all doubt and headaches. https://www.shopcenturyautoair.com/s...it_POAELM.html
