A large part of the secondary opening rate is controlled by the orifice in the choke pull-off. The air valve spring is more of a fine tuning adjustment.

I had a holley carb on my GTO for a while with vacuum secondaries ... I don't how their system worked but it had about the smoothest, and yet most aggressive transition I ever felt, absolutely linear, very easy to control with the pedal.
