Default Heat riser, What holds it on?

The heat riser on a 68 FB 400 HO with long branch manifolds has a cover that goes over the spring. Is there supposed to be a keeper to hold this cover on the shaft?

The round stamped heat riser thermostatic spring cover fits onto the pivot pin (slot on cover, groove on pin). There's also a spring over that.
