ATC for sure
I understand the 1965 ATC was a very rarely included option so that would explain it being so rarely seen.
It is clearly shown in the dash drawings of the 1965 Pontiac Air Conditioning Service Manual. Section 7-15 Described as an Air Sensor Grill There is some sort of vent in the dash pad that looks factory near the driver. The guy said his dad used to smoke and the smoke would get sucked into this vent? That would be correct but I imagine only to a very limited degree. The system draws a small amount of air through that grill and it is measured for temperature so the system can balance and maintain the preset temperature. My own '66 Grand Prix has ATC air and the air sensor grill is located under the dashpad, not cut into it like a '65.

As Heybuck mentions, it is part of the ATC system. Very rare indeed. AC was the most expensive single option I think on the full size cars in 65. Then add an ATC version and your in super rare territory. Special dash pad on top of that? Wow! Here is the 1965 AC supplement pages referenced by Haybuck. Not nearly as cool as a vacuum ashtray, but this looks like the deal.

As Heybuck, mgarblik and others have said, it's the cover for the ATC sensor. I had a couple of 65 and 66 ATC covers awhile back but sold them. They're different to fit the dashpads differences in 65 and 66.

automatic climate control. a fancier version of a/c with a thermostat. I have 2-3 of them on 65s in my parts yard of over 400 Pontiacs here in Arizona. pontiacheaven.org
You can also note that the a/c control is different than those with manual a/c, it has a temp control instead. Maybe rare in the mid west and east, not so rare in the hot southwest

I have (had) the dashpad w/the sensor, went to look for it, can't find it. However I did find the dash controls

I remember a GM 2 seater Pontiac prototype on Worth Avenue that had a vacuum ashtray.

Well that is a new one for me too , never seen such a thing. Interesting how it is plumbed , probably a duct/hose to the suction side of the blower and a temp sensor in the hose wired to the control.
Vac ashtrays had the inlet in the ashtray compartment, when the tray was full you pressed the button to open the suction and it pulled all the crap out of the tray and into a jar under the hood. Thanks 4 posting this rare a/c feature.
