Default 1972 Firebird A/C wiring at firewall question

Don't have a wiring diagram in front of me - can anyone say where the cut black wire with yellow tape on the end of it and coming out of the firewall grommet (for the A/C) goes to?

Is that a wire or a vacuum hose? Looks like the vac hose that connects to intake manifold.
