I have a 68 lemans that was power drum/drum.
I had two parts cars over tha past few years that I have pulled parts from.
A 73 camaro that I got the calipers (rebuilt), master cylinder, and proportioning valve.
A 73 nova that I got the spindles, rotors, and backing plates.
Im also running a wilwood proportioning valve for the rear drums.
I have to issues right now.
1. the rear is leaking coming out of the 73 camaro proportioning valve.
2. I have no brakes.

Im guessing that a lot has to do with the leak. But shouldnt I still have the fronts working? Maybe the master cylinder is bad? Should the master be ok for this app? Are the dowl pins different between the drum/drum master cylinder and the disc/drum master? I need to figure this out this week as Im trying to sell the car.

The job of the prop valve is to apply the rear brakes and bring up pressure before applying the fronts. If that leak is bad enough, the brakes may not work at all, but the safety catch inside the prop valve should have closed allowing some sort of front brakes.
Sounds like you need to replace the entire prop valve.
