it attaches to the front valance using 3 or 4 speed nuts/screws. in your pic of the hood latch, you can see the slot and hole for one of the nuts. from what i recall, the bolts are the coarse thread screw style 3/8 hex head, same as what you should have holding the bottom of the valance on with. at the ends of the spoiler should be a pair of holes, those connect with the front wheel opening spoilers, iirc, teh bolt goes through the chin spoiler, then the wheel spoiler and attaches to the fender or core support bottom, that one might uses a bolt and speed nut the style of those holding the outer rim of the fenderwells.

when i got my bird, (formula that had been turned into a t/a) i remember that a long bolt had been used to secure the valance instead of the bracket, i pretty much immediatly stripped the car down and didn't reinstall the t/a parts, unfortunately don't remember what was at the center of the spoiler, didn't think there was anything.
btw, just checked 73 assy manual, shows 6 screws for chin spoiler, none at center.

That pic is pretty close but you should install a spacer between the spoiler and valance to do properly. 1/2" plastic sprinkler parts work well for the long bolt to slip through and cut to size.

Oh, and flip the long bolt around to have the head of the bolt mate with the spoiler for a factory look...

No prob, I just reinstalled mine a few days ago using the factory book. Looks like the spoiler in that pic has seen some road kill and repair
