Default another por 15 question

i have some metal that is part clean metal, and part is deeply pitted rust.
in some areas, i still have some existing paint in areas almost impossible to sand away.

will por 15 adhere to the clean metal and paint?

its not a car or anything that will be outside, its actually an antique safe that im painting for my boss.

so once its an antique, im guessing some of the old paint on there is 50-75 years old, but its stuck on there.

**edit...

if por 15 will work for this application, can i apply body filler and/or filler primer over it?
i realize the best thing is to get all the rust off, but i dont have access to a blaster, thats why im asking about the por.

POR 15 is meant to go on over rust. It will also go on clean metal and paint. You will need to use metal ready to prepare the surface for painting with POR. I don't know about the filler.

I'd call the POR-15 guys and ask. They're quite helpful. I'm not sure it'll stick to paint long term. At the very least you should get it roughed up to provide some "tooth."

My experience with POR 15 is what ever it gets on, it's pretty much there to stay! I got some on the oil pan rail of a block and couldn't scrap it off with a razor blade! Great stuff.
