Default Titling a car bought with no title-bill of sale.

So Check this out, I bought a car (actually a shell, frame, some suspension and some interior--with VIN) from out of state and keep going back and forth whether I want to keep it or not. SoOoo, I called the DMV about titling without a bill of sale. They said good luck, because you need a notarized bill of sale. I don't have one and probably can't get one. So long story short, I can sell the car to someone else in state with a notarized bill of sale and approximate cost to rebuild and they can get a title, but I can't get one as the supposed owner. Twice I called and talked to two different people, and both times when I got to the part where I can sell it with a notarized bill of sale and the buyer can acquire a title, they got in a hurry to get off the phone.
It appeared to me that they know it's a way to work around the system and get a title for a car in this state. What does that achieve for the state? Why isn't there a system by which I can claim ownership and do the same? All the paperwork says is that I'm the legal owner and a notary says I stated/signed that in front of them.

check into an abandoned vehicle title. put a storage lein on it for more than it's worth. here the title will come back clean but it'll take a while.

up here if it's from certain states, a notorized bos is sufficient to get a clear title.

Get a business license as a mechanic THEN put a mechanics lein on it. most staes will not permit a lein unless you are a licences business.

So what's to stop, or disuade, me from presenting a notarized BOS for the car from my wife/mother/brother-in-law/neighbor and getting a title?--If all they want is notarized?

We got the car for her out of state and she went with me. The money came from our joint account and now I want to buy the car from her.

I've used www.broadwaytitle.com in the past. The cost is $150 though.

Doug, I just got asked that today by a customer of mine. I happen to know THE guy in charge of the Tennessee Department of Title and Registration. He's where I got the '68 decklid I sold you. Anyway, I will ask him and post back here later or e-mail you.

BTW, I bought this car from a sheriff's deputy last year--triple green 70 auto car.

His e-mail reply was: "If the car is over 30 years old and under $3,000, then you can use
a Certification of Ownership form." I will call him tomorrow for more details.

That was fast. As long as the dollar stops falling, I'm in good shape. I paid in the hundreds for this car--not including picking it up 7 hrs away. Trailer and car together wouldn't equal 3k.

This is what I dragged home. Not much value here.
