Default Big problem with 'OL PINION HEAD

I really hate to complain but I feel I have no other recourse since Roger ('OL PINION HEAD) refuses to answer any calls or emails and has repeatedly lied to me. Here's the story: I ordered a complete power steering setup from him back in December. It took him a while to ship it out but I did finally receive it. This was supposed to be a good usable setup, ready to go, except for it needed cleaning and painting. I sent it out for bead blasting and painting and when it came back, I installed it on the car. Everything looked beautiful. Unfortunately as soon as I started up the car, power steering fluid started leaking out onto the floor. I thought it was a loose fitting on a hose but I soon figured out the return line on the pump itself was leaking - seriously leaking. After cleaning it off and watching for the leak, I was able to determine that there was a crack in the return line on the back side between the line and the back of the pump where it was hard to see. It only leaked when the car was running. So I promptly emailed Roger and told him the situation. He did apologize and said he would "take care of it" and to call him. So I called him and he said he would get me another good pump out right away. This was on June 10th. Well I waited and waited and still no pump. So on July 9th, a month later, I emailed and called him a number of times and got no response. Finally he answered after about two weeks of me trying to contact him. He said he'd been in Colorado and would send me a pump out immediately and would send me a tracking number the next day. Of course this never happened. So I was forced to buy another pump from another seller at a cost of $140 in order to get my car back on the road because obviously Roger isn't going to come through. Now I've been delayed over two months waiting on Roger to send me a pump and being lied two on multiple occasions by him. And I'm out an extra $140, and I've been unable to drive my Judge this whole time. I trusted him and thought he was an honest seller but clearly he isn't. Please be very careful if you choose to deal with him.
