Every 69 GTO for sale back in the 80's claimed to be ram air, when you questioned them they'd point at the scoops on the hood and say "see"

I'd run the PHS before burning any gas going to go see it

Agree. My money is on this car being a standard 400.

A good indicator is to have a peek at the firewall and the steering column support bracket for signs of factory Ram Air installation. Early build date would discount it being a ram air car as well.
