Default hideaway headlight question

Sorry I am sure this has been asked before.

I purchased the replacement vacumn pods for my 69 hideaways. After installing them the right side does not work. If I remove the lower vacumn hose, it works. I am thinking that it is bypassing, am I right?

These are the brand new repop vacumn actuators, hard to believe it is bypassing?

Disconnect the two hoses from the actuator. One hose should have strong vacuum with the headlights turned on and the other should have strong vacuum when they are turned off with the engine running. In both cases the other hose should have no vacuum. If you do this test and it passes and you don't have the vacuum lines crossed to the actuator, your new actuator is defective.

Check under the dust cover, sometimes if the rod is not sticking straight out of the actuator the rubber seal comes out. I have had it happen numerous times on the new actuators.

Thanks folks, the hose tee had what looked like bug nest in it. Weird part is that I have not it apart the six years I owned it. Must have been in their somewhere and when I messed with hoses it made it to a restriction point. Great news is that I love the new actuators now, headlight covers have been up for hours now. I ordered a hose kit as even though I blew out the hoses they are very old and very weathered, this is a daily driver.
