Yet another question. Do the mounting bolts get a washer when installing 65 grills ? Tks.

A good rule of thumb is that any hole that is slotted or oversize should get a flat washer or a bolt with washer attached.
Slotted holes and oversize holes were used to allow wiggle room when fitting parts together.

No washers may have been used at the factory but did the original bolt have a head that served as a flat washer?

If he doesn't have the original factory bolts he may want to use washers.

Here are the correct bolts. Notice the self threading tips.

can't think of any body bolts that the washers were not integrated to the bolts if used .

You are correct that is the bolt used to mount the grills, and although you are only showing the bottom bolts it is also what was used on the top.
There were no slotted/over sized holes used on the sheet metal (top or bottom) for mounting the grills so therefore no washer is needed.

Although on my (non-original) car I found the bolts that had a slight flange head. They almost look like an oil pan bolt.
