Unhappy STEERING WHEEL SLOP!

My steering has a lot of slop in it! I have changed out the steering boxes with no improvement at all.When I turn the wheel,the shaft going into the box moves ok.is it possible that 2 different boxes would have exactly the same play? tried adjusting with the adjustment on the box,no help,same on both. tie rod ends,etc have been replaced,any ideas?no slippage at rag joint-any help much appreciated-manual box,btw

Used box? If the input shaft turns and the pitman shaft on the bottom does not the box is loose. If they both turn the same then look else where. If the box is PS do it with the engine running.
