I have a 70 GTO with 2 build sheets one is not able to be read
as it was under the carpet and the black undercoating mat ate all of the information. I tried every trick in the book to get it back to life but it wasn't happening The other was under the gas tank and it was in great shape but some info was missing I spent countless hours re-creating the build sheet on to a blank temp let and it was great fun. It was tricky to line up in Microsoft word but worth it The build sheet had TAC written across it in red pencil I have seen this on other 70 pontiac build sheets on the web What does TAC mean |

There's been a few discussions on it here.
I think the general consensus is it was the initials of the inspector (or whatever they were called).
