I am converting my stock '64 389 GTO with a clutched fan to power steering. Do I need to change to a notched fan to clear the PS mounting bolts?

No you shouldn't need to. The notched fans were only on 1965 models with factory air conditioning. The notch is to clear the shaft / center of the pulley on the power steering pump, those units had a different power steering pulley. If you have any interference issues, something else is wrong, most likely one of the parts you used.
