Default Helping a friend with his 70 Formula

A friend of mine has a 70 Formula with a 557 block that was stroked to a 455. He has had a miss or loss of power starting at 2300 rpm or so. I helped him a while ago to no avail, was getting real late like 1 am so we gave up. Fast forward to July 4th (his sons birthday) and I make him zip off the valve covers. We got the car started since it has not ran since last we played with it. Everything looked normal, every rocker was getting the amount of oil needed just like I've seen dozens of times. EXCEPT the number 4 exhaust rocker! Every time it went down it just globbed oil everywhere. Does he need to tear into this thing and started checking lifters? Like a bad check valve or just bad lifter? Anyone care to take a stab at a cause? I've never seen this...

The heads are 6x, harland sharp rockers, rpm intake, holley DP, hooker headers, 4 speed, and a 12 bolt with 373's. I dont know which cam and neither does he. His dad built the engine almost 20 years ago and lost the receipts.

It just loses power as he put it. Not what it was when he first got from his dad. The night we worked on it we pretty much eliminated carb timing etc. I told him to take all 8 plugs out and compare them. Dont know if he did it today.

Yes, it's time to take the Intake and valley pan off it.

With the responce your getting from that #4 lifter it's time to in the least take it apart to see if there's dirt in it.
