Default trim tag oddity

So this car has 66,*** original miles on it and I while working on it I peeled the seam sealer off of the trim tag rivets and found that the trim tag did not have both rivets just one and a glob of sealer where the other one should be and the tag was not sitting where it should be to line up with the other hole either (as can be seen in the photos) ... I know it's no big deal and doesn't affect anything I just thought it was strange and wondered if anyone else had encountered such a thing (Arlington built car)
