Default Rear shock mounts second Gen

Hello all, when welding in the rear shock mounts, they are just welded to the rear seat/trunk flange? Or does this middle filler panel needs to be included. It's to far inside which creates a gap...

Just did this recently on my 70. I drilled through the shock tower into the sheet metal brace behind and used screws to pull everything together, then welded the 4 factory holes. Then welded the screw holes shut after. Also welded to the trunk floor at the green dots, same on the forward side
