Default Lower Rear Fender Bolts Snapped

Hey guys - I have a 68 Firebird which has the bolt broken off on each side of the car. It's the rear lower fender bolt that's closest to the door. Since torching it and PB blaster with vice grips doesn't move either of them I guess I'll have to grind them down and drill and tap.

Does anyone know if this hole is just a threaded hole in the body of the car or if there is some type of nut inside there?

Unfortunately it’s a threaded hole.

Any chance you could weld a nut on the remainder of the bolt?

Mig weld a pile of snot onto the broken stud....grab with vise grips while hot....if no luck ,heat it up and try the vise grips again...repeat
