Oil residue on crank pulley

After most drives, I've been getting underneath the car and checking everything that needs checking. Evertything is looking good, except today I noticed what looks like oil residue on the front of the crank pulley. The back side of the crank pulley where the crank snout exits is BONE DRY. What gives? Can oil creep up the threads of the crank bolt somehow?
