I've just traded for a 80 TA and the shaker keeps the hood pushed up about a half an inch. Some one put a 1976 pontiac 400 in the car and it just does not seem to fit. What's your thoughts, change intakes ?

Did the shaker come off of the 80 TA?

what intake is on the car? also if the 80 shaker is used it was made for a 301,403 or 305/350 chevy so that scoop will not fit a pontiac motor other than the 301 if that is what it came off of, I do have an air cleaner assembly that will work for you if you need it.

403 shaker wouldn't fit, period, when used with a Pontiac engine. It is likely a 301 shaker, which would have been a little taller than a 400 shaker, since the 301 deckheight is 1" shorter. Look for a 400/455 shaker assembly.

There is an easy way to get your cuurent shaker to fit, but you will have to ditch the current aircleaner base, and all the associated hosing, air inatkes (no prob if you dont use it to begin with)

A drop base q jet air cleaner base will drop your whole air cleaner assembly about 1.5 to 2 inches

The question was asked eariler , what intake is on the car? Factory or after market?

I had an after market RPM and it set as you described. If I replace it with a pontiac it lowers the carb.

A 403 top will fit on a Pontiac base....I know, I'm using one on my car. The scoop top has to be repositioned on the 403 adapter ring, but it'll clear under the skin of the stock hood (just)...I tried it. I'm currently using a Formula hood with the shaker hole cut into it...works perfectly for that application too.
You need to use the 403 clamp (the Pontiac clamps a bit small). The actual difference in diameter between the adapter and the base is only slight and doesn't seem to make any difference to the clamping force when the ring is tightened up.
