I need to remove the kick panels from my 69 Lemans non AC car. There are no screws to be seen. What is the proper way to remove these. The car has the dual vent levers.

You'll have to remove the emergency brake assembly on the drivers side. Remove the vent grates from the panal and you'll fine the screw that hold the panal in place.

Is there any secret to removing the vent grates? Should I assume they will pull out with a snug pull or are they held in by screws? I did not see anything attaching them either.

No secret, just pop them out with a screwdriver. I just went out to the garage and looked at one. They are held into place by 4 plastic tabs around each corner.
