Should this piece be placed against the timing cover and retained by flat washer and nut? Or should it be placed against the nut retaining the timing cover as shown in the attached photo and retained by a second flat washer and nut?

I believe it should go against the timing cover and be retained by a single nut.

Against the timing cover with no washer.

Think of the tab as a big washer.

According to the 1967 assembly manual, there is a 548375 spacer between the cover and the hook.

Forgot to mention in initial post that I’m working on a 66 GTO, so maybe no spacer like that illustrated for 67.
