'70 Bonneville - Removing IP with Dash Board left in place.
 
Can I remove my instrument panel in my .70 Bonneville while leaving the Dash Board in place?

I've looked at it and removed the 3 screws at the top of the IP above the speedometer, but nothing seemed to move.

I've read you can pull it out, remove the speedometer cable, and the wiring plug...but I can't see where the screws are?

Can't say for sure on full size cars but anything 1969 and newer in the Pontiac A body series cars, you have to first remove the dash pad and gauges as and assembly then very carefully place your dash-pad face down on top of the workbench; first covered with some carpet and/or padding.

Then remove the screws that hold the gauge cluster into the backside of the pad. Most likely Big cars would be similar in 1970.
