Yes, the bumper is on the car. I also tried to switch them but since they are the same I had the same problem with the upper screw going in but the lower hitting the bottom edge of the bumper...

Thanks for your input. So far I found two machine shops from Hemmings Motor News that says they can save the drum. One says they will press in a new sleave then bore it out to the correct dimension....
