400 YS vacuum amount

How many inches of vacuum should a 69 400 YS produce? Mine is at only abour 6 inches which does not seem to be enough to even close the headlights.

I saw that on ebay and it was very nice ... But it was a LeMans body and I didn't want to have to change out the side markers.
