Most states such as here in Florida, older than 25 years is mileage excempt (actual mileage does not need to be stated) I have no problem reseting after a total frame off resto wheras all mechanical components have been restored to new condition. In case of a simple engine rebuild, the rest of the mechanicals still have gobs of miles on them.
