There should be a metal plate behine the light switch and the wiper switch. This screws into the gauge pod. Which in turn grounds the switches. If the switches are not grounded, especially the wiper switch, the motor will NEVER move. Ask me how I know that.

An easy test. Take a wire directly from the ground of the battery and hold it on the outside of the switch. turn the key on. turn the wipers on. Worked for me.

3 wiper motors later........ I removed that plate when I made a custom dash. It will be back in soon. then I can remove the ground wire.
