Default Vent Tube Question

During the restoration of my 66 GTO the radiator shop the cleaned my gas tank welded up the vent tube hole and in the rush to finish I just put the vent tube in place in the trunk and let it unhooked. Every time I take the gas cap off there is pressure. I think I want to hook up the vent tube for pressure relief and correctness.

My initial thought is take a very damp rag and stuff it down the filler neck enough to seal it off and then drill a hole for the line. I am thinking a rag that wet should absorb any vapors for a short period of time. I think I can do this without dropping the tank. Any thoughts here or just get a vented cap or drop & drain the tank then do this?
