Switch checks out and is good. Low, high, and washer on the switch work.

Something is out of whack in the back of the unit where it bolts to the wiper linkage. I got the unit to work, and ironically as soon as I tried hooking up the wiper linkage or assemble it started running (switch in the off position). First thing I thought OK it has to be some sort of ground short. I unplugged it, unbolted the wiper linkage off and plugged it back in.

I then took a wooden dowel and gently nudged the bolt or thread and it started again.

Currently I think I either did something to it when initially hooking it up, or I have a defective unit.

Simple job has turned into a complex. I will plug away at it some more this evening.
