When it's whistling, spray some water on the serpentine belt, if the noise stops, you've found your problem. I doubt that's the problem, though. If not, that noise is quite possibly oil leaking past the small seal, the noise is similar to an air leak past a gasket or O-ring. Like you said, "Like a balloon deflating." The only question is how much of a pressure drop is there across the filter to cause a whistle?
