I still say the smaller hub wheel was used on the 73 A-bodies, the larger hub wheel was used in applications that had the bright light switch relocated to the turn signal lever, that would be Grand Am's, Grand Prix's, Can Am's and possibly Grand Lemans models if they used the GP style dash. The smaller hub wheel was original on my 73 Lemans Safari, and it still has the foot mounted high beam switch, and the smaller turn signal lever.
I am not saying it was not used in 70-72 also, just that it was the optional Sport Steering wheel on 73 Lemans and possibly GTO models.
