You are correct.
He needs both steel choke tubes for the hot air choke to function. The missing one connects to his air horn with a short section of rubber vacuum hose, this is where the air flow starts to the choke thermostatic spring.
Dick makes and sells the correct tubes.
Pictured below is my 1964 421 HO, carbs restored by Dick along with his fuel lines and choke tubes. He was even able to supply custom choke tubes that were slightly longer to work with my .280” thick phenolic carb spacers. Zoom in to see how the choke tubes should look.
