Torque Spec - 400 - Fan Assembly to Water Pump
Hi Guys, the 4 nuts that attach the fan to the studs on water pump. I can't find the spec. Anyone point this out in the shop manual. Thanks!

Unlike engine internals and other sensitive areas, I don't feel like this is something which warrants being finicky with torque specs. Just snug it down appropriately. You can use threadlock if you are paranoid.

To answer the OP's questions, just tighten them down without going gorilla strength on the nuts. I use lock washers between the nuts and the fan hub.

EGAD! I just read my '70 shop manual which references "Bolt-Fan and Pulley to Water Pump" 20 lb-ft. That being said, every one of my Pontiacs in the past has had a stud and nut setup on the fan mount. How long of a bolt do you use?

And I see Ames sells both bolt kits and stud & nut kits. They say "check your original before ordering."

Make sure your split lock washer end is not in the slot opening of your clutch fan. It should be located on solid material.
