I think just get it the best you can, 80 on bare stuff and a good scuff with 180 or a maroon scuff pad the tough stuff. SPI will stick to that. Best to check the tds sheet on whomevers epoxy you use.

Kinda like removing paint with an axe.
Made for rusty scaly parts made of thick metal
