Default PHS question

Bought my first GTO when I was 15 back in 1978 from the original owner, still had the original tires with 43,000 miles! It was a '70 GTO and I kept it for a couple of years. Still had some of the paperwork on it so I decided to order the PHS on it the other day for curiousity sake. It was Palamino Copper, never was sure if it was Baja gold or the Copper, so now I know. It was a very early production '70 model and has a footnote saying "Consigned Under Bulletin Agreement Dated 8-04-69" Has anyone seen this on a PHS before, I'm assuming this meant it might have been a car used in a show, or possibly an employee vehicle for a short time before it went to the dealer? There is a shipping date of 9-04-69 and an "interest from" date of 10-08-69, so I'm assuming it was used for something in that time, just curious to see if others had this same footnote on their PHS?
