Yeah, each and every car is different and some have the red oxide showing on the bottom area of the tunnel and firewall and some do not. For the most part the car was on the move and the painter was aiming straight at a vertical surface. I have seen some cars even showing red oxide up by the cowl seal windshield area instead of being all black.
The norm is trying to duplicate what was there when the car is being prep'd and thus the reason for pictures, pictures, pictures..... You could have him tape above 4-6" blast some more red oxide let it dry and then hit it with the black and feather in the top. Overspray the bottom line and call it done? Others might have a better option since Im not a painting expert ?
