Default Can a cam be swapped with engine in the car (69 GTO)?

Hi,

I have a 69 GTO 400 Automatic with AC and was wondering if the cam can be changed while the engine is in the car? If yes, what gotchas will I run into?

I don't know if this question can be asked but here goes: Is $800 a fair price for a shop to R&R the cam (I provide the cam and lifters) if I pull the engine and deliver to them?
