Default Starter Won't Turn

Here are the specs.
1979 TA 4 speed.
I have installed a new starter, battery, and the cables look good. It was starting and running just fine and then at the paint shop it just won't turn over.
All lights and gauges work. The voltmeter shows a load when I hit the key, but nothing turns.
The battery is charged, so my next step was going to be the ingnition switch on the column. Any other suggestions would be appreciated.
