It differs by state, it sounds like, but in California you do. If you're not driving it, you pay a smaller annual fee to register it as "non-operable." If you don't pay it for 20 years, it adds up with penalties, fees, etc. Something to keep in mind if you're buying a car in California that you ever plan on registering here.
