That happen to my engine on the dyno ran the first pull to 6000 with 80+ psi all good. Let it sit for a couple minutes then when we start up 10psi no better so im thinking the new motor is toast. The guy running the dyno tells me he has seen this before that he thinks something is stuck in bypass. So we remove distributor run pump clockwise with drill reinstall distributor and psi was good 25 at idle and 80+ 0n all the other pulls. Motor has been in car for 5 years now and has never done it again. You could remove the filter housing from block and just look at it clean if needed that way you would not need to remove distributor. It wont be hard to remove unless you have A/C
